The South Carolina State Guard
Brigadier General Richard Eckstrom, a certified public accountant, joined the SC State Guard in 2004 as Special Assistant to the Commander SCSG. He was appointed Deputy Commander in June 2006, and Commanding General in 2011. He began his active military service in the US Navy in 1971 and retired from the Navy Reserve as a Captain in 1995.
On active duty, he was assigned to US Naval Air Station, Newfoundland, Canada, performing top-secret oceanographic research and intelligence gathering. During his subsequent service in the Navy Reserve, he served on staff of NAVRESREDCOM REGION SEVEN as Program Manager for the Military Sealift Command (MSC), the Convoy Commodore (CONVCOM), and the Naval Control and Protection of Shipping (NCAPS) Programs. He also served three command tours as Commanding Officer of USS Sierra (AD-18) DET 207; Columbia Readiness Unit; and NCSO New Orleans.
During his Navy career he had assignments at the Pentagon; Naval War College; Military Sealift Command Headquarters; Naval Reserve Readiness Command Headquarters; NAVFAC Barbados; NAVFAC Antigua; MSC Bremerhaven, Germany; US Embassy, Lisbon; Canadian Forces Maritime Command Halifax; Naval Air Station Roosevelt Roads; and Ramey Air Force Base.
His military education included coursework at the Naval War College, Armed Forces Staff College, Fleet Mine Warfare Training Center, and Fleet Anti-Submarine Warfare Training Center. General Eckstrom has earned graduate degrees in business administration (MBA) and in accounting (Master of Accountancy). He became parachute jump-qualified as a member of the Guard.
His military honors and decorations include: Navy & Marine Corps Commendation Medal, Navy Unit Commendation, Navy Battle Efficiency "E" Ribbon, Humanitarian Service Medal, Navy/Marine Corps Overseas Service Ribbon, National Defense Service Medal, Armed Forces Reserve Medal, Navy Rifleman Ribbon, Navy Pistol Sharpshooter Ribbon, Outstanding Junior Officer of the Year for Navy Reserve Readiness Command Region Seven, and other SC State Guard awards. He received the SC National Guard Association President's Award for 2005. He was awarded the Order of the Palmetto in 1999, the highest civilian honor awarded by the Governor of SC.
In 2002, General Eckstrom was elected Comptroller General of South Carolina. He formerly served as State Treasurer from 1995-1999. He is one of five members of the State Budget and Control Board on which he organized a successful effort to restructure and improve South Carolina's National Guard Pension Plan. Since 2003 he has been tasked by the Governor to Chair the SC Military Base Task Force. He is also the State Director of "America Supports You," a program sponsored by the Department of Defense to show public support for US military personnel fighting in the Global War on Terrorism.
At his promotion ceremony to Brigadier General in June 2006, Eckstrom was officially pinned by Major General Stan Spears, Adjutant General of SC, and Lieutenant General John Rosa (USAF, ret), President of the Citadel and a command pilot with more than 3,600 flying hours.
